Pension JCOs & OR various Revision (6th CPC)
FIXATION OF PENSIONS - JCOs & ORs For Pre-2006 retired JCOs and ORs pensioners are re-grouped under X , Y & Z groups from the earstwhile groups of Pre and Post 1973. The re grouping of the groups under X, Y and Z is as per Table No-1 below.The pensions of the PBORs were fixed thrice during the 6th Central Pay commission Period from 01 Jan 2006 to 31 Dec 2015 as explained in the succeeding paragraphs.
CIRCULARs 397 & 547. On implementation of the recommendations of 6 CPC the
pensions of the Pre-2006 Retirees were fixed/consolidated under PCDA(P) circular No, 397 wef 01 Jan 2006 as shown under column 'C" of the TABLE No, - 2 and Table No - 4 given below. The pensions wef 1st Jan 2006 were further revised vide Circular No 547, however, better of the two figures i.e in Cir-397 and Cir-547 (Coloumn 'D' of Table No, -2 ) are to be taken as authorised pension for the period from 1-1-06 to 30-6-2009.
CIRCULAR 430 -These were further enhanced wef 01 July 2009 to bridge the gap between pre 2006 and post-2006 retirees as per recommendation of the committee of secretaries vide Circular No 430 ( The circular can be downloaded or viewed on PCDA(P)
website at the following link http://www.pcdapension.nic.in/6cpc/Circular-430.pdf . These are shown in coln 'E" of the said Table for max qualifying service as per Rank and Group of the individuals.
Some of the tables out of 135 tables given in Circular 430 were later amended vide Cir-461 and Cir-482, catering thereby for the increase of two years in terms of engagement as per rank. The latest terms of engagements of various ranks are given in the chart at the end of this post. The formula adopted to bridge the gap was to take the maximum of scales instead of minimum scales as per group and rank and notionally fix them as for the maximum scales of post 2006 retirees for the maximum reconable service. It means that some sort of parity i.e part OROP has been granted to the JCOs and ORs. No arrears are to be paid prior to 1.7.1009 as per para 10.1 of the Circular. None of the FPs was revised by this circular
CIRCULAR No, 501, The Pensions were once again enhanced based on the Report of the Empowered Committee wef 24 Sep 2012 vide PCDA(P) vide their Circular Number 501 available at their web site - http://www.pcdapension.nic.in/6cpc/Circular-501.pdf. These are shown under column 'F' of the table. In this case as well, no arrears prior to 24 Sep 2012 are payable and enhancement is limited to the the period from 24 Sep 2012 onwards only as given in Para 8.1 of this circular. These provisions are also not applicable for Family Pensioners.
It may be noted that the pensions as fixed wef 24 Sep 2012 under Circular - 501 are only payable wef 24 Sep 2012 and not from 01 Jan 2006 onwards as being incorrectly perceived by the environment. The reason could be that the pensions have already been fixed in relation to maximum of the fitment tables given in SAI 1/S/2008
The recent Circular No, - 547 issued by the PCDA(P) which is available in their web site at http://www.pcdapension.nic.in/6cpc/Circular-547.pdf outlines the Minimum Guaranteed Pension and Ordinary Family Pension wef 1st Jan 06. This was keeping in mind the Supreme Court Judgment that the pension and family pensions cannot be below 50% and 30% of the notional minimum post revised scales of rank and group of the individuals given in SAI 1/S/2008. There has been tremendous confusion in the environment on this circular. Reading this circular together with the MOD letter there repeatedly will clarify the contents of the Circular. The rates mentioned in this are the minimum and in case the pensions first fixed on 1.1.06 under Circular 397 or enhanced thereafter on 1.7.2009 under circular 430 and on 24 Sep 2012 under circular 501 are more than the ones laid down in Circular 547 the higher of the two will be authorised as the basic pension for the related period, the pensions will not be revised downwards under this circular under any circumstances.
CIRCULAR No, 554 - The service element of Disability pension will also be revised wef 1-1-06 in respect of PBORs who had completed 15 years of service. In other cases incl Sevice element f War Injury pension will be considered by the PCDA(P) individually on receipt of a performa from the banks. In case of those effected the benaks need to be approached.
FAMILY PENSIONs

Clicking on these titles will open these for you. The applicable Ordinary family pensions as mentioned in circulars 501 and 547 are shown in the Table No,-2.
As regards special or liberalised family pensions and causality awards these have also been revised vide Circulars 503 as amended vide circular 508 wef 24 Sep 2012 only. The ordes for their applicability wef 1-1-2006 have not been issued by the Govt. Te table showing the pension as from Circular 503 is appended below for reference:-
ARREARS ON REVISION OF PENSION
On examining the pension tables it thus emerges that the figures given in 547 at best in most cases will be applicable from 1 Jan 2006 to 30 Jun 2009 for cases where the pensions as on 1-1-2006 were less than those laid down in Cir-547. The banks will, therefore, only pay arrears in these cases only for the difference over the said period i.e. from 1-1-96 to 30-6-2009. No other arrears are payable under the present instructions.
The figures in Table No, - 2 below are for full pension earned by serving for the actual number of years mentioned under Column 'A' . The pension figures shown however, are for the QS (Qualifying Service) plus the rank weightage so added to it.
In case any JCO or OR has put in less service in years than his maximum term of engagement he is entitled to only proportioned pension, he can check the figures from the detailed tables uploaded in this blog " PENSION TABLES FULL JCOS & ORs" CLICK TO OPEN. The details of pension received by the pensioners can be easily checked by adding the DA tor the basic pension for a particular month. The Rates of DA over the entire period of 6th CPC are given in Table No - 3 as shown under.
EXAMPLE - CALACULATION of ARREARS Let us consider HAV Gp 'Z' who retired with 24 years of full term of engagement , as under:-
Pensioned fixed wef 1-1-2006 = 4670
Min pension as per Cir-547 = 5023
Increase - = 5023-4670 = 353 per month
Arrears Entitled from 1-1-2006 to 30-6-2009 with Time to time DA will be as under :-
Difference Multiplied by Constant = 353 X 46.02 = Rs 16245/-
(To simplify calculations remember this Constant - 46.02 , it takes into account the above mentioned period and the time to time DA as applicable)
